In the Dallas suburb of Arlington Texas a doctor named Joseph Megwa was found guilty of massive health care fraud just before Christmas. He was sent to federal prison for 10 years, and ordered to repay $5,470,000.

Megwa, age 61, is a Nigerian immigrant who treated hundreds of home health care agency patients. He was convicted in May on three charges of Medical Fraud; Conspiracy and four charges of lying, by saying he had treated Medicare patients at their homes when he had not.

Following the Guilty verdict U.S. District Court Judge Ed Kinkeade sentenced Megwa to 120 months in prison.

As previously reported by Medical Miscreants, Dallas Texas records some of the highest home health Medicare spending in the U.S. And according to Fraud investigators, the home health business is as corrupt as any aspect of healthcare.

An inordinate number of home health care businesses in the Dallas area are operated by Nigerians, and the appalling volume of health-related scams has stunned the community.

In the timespan of 2006-2012, according to investigative agencies, more than 200 Dallas-area home health care businesses sent “patients” to Megwa to approve $100,000,000 in unnecessary treatments. The operator of the largest home care agency in the case, Nigerian Ferguson Ikhile of Irving, pleaded guilty to Health Fraud and Conspiracy.

In another case, more than 500 Dallas-area home health care agencies are accused of sending patients to a scam physician named Jacques Roy for fraudulent treatments. Prosecutors believe Roy billed Medicare for nearly $375,000,000 to care for more than 10,000 non-legitimate patients.

Nigerian Cyprian Akamnonu of Arlington, who operated the largest home health agency who worked with Roy, has already confessed to massive health care fraud. He was sentenced to 10 years in prison and ordered to repay $25,000,000.

Roy is scheduled to stand trial June.

    Serving as a hospital pharmacist over many years, I became acutely aware of the inability of some foreign physicians to write explicit and clearly written orders. Most of the time this did not present a problem, but a few ambiguous orders for drugs with a narrow toxicity index did matter. At least one death occurred due to this.
    Incidents like this were quickly covered up due to legal implications, both for the Dr. and the hospital. Some families who lost loved ones never realized those deaths were not necessarily due to natural causes.
    One hospital had 4 unwritten rules: 1) the Dr. is our customer, and the customer is always right; 2) stuff runs downhill;, 3) If you can’t take the heat get out of the kitchen, and 4) What you do here, what you see here stays here when you leave here.
